== OFFICIAL RULES ==

These rules are used for all official spleef matches played as part of FISA. Obviously you don't have to follow them when just playing spleef for fun. ;-)
▪ '''Rule Number One''': Have fun and don't be a jerk.

* '''Rule Number One:''' Have fun and don't be a jerk.
'''Rule Number Two''': The referees are there to make decisions.  Their decisions are final.  Disagreements are expected, but do not be rude or profane towards the referee.

=== The Field ===

=== GAME STRUCTURE ===

'''The Field of Play'''

* The field surface can be made out of any block, so long as it does not impede movement (as does Soul Sand or Ice). The surface should be all made of one block, though variations like different types of leaves or different colors of wool are OK.
* The field surface can be made out of any block, so long as it does not impede movement (as does Soul Sand or Ice). The surface should be all made of one block, though variations like different types of leaves or different colors of wool are OK.
* The stadium staff must provide all players with tools capable of consistently breaking the field blocks in 0.2 seconds or less. (The players must return said tools to the stadium staff after the match.)
* The field's surface must be unprotected so that players may remove and replace blocks as needed during the course of match play.
* The stadium staff must provide all players with tools capable of consistently breaking the field blocks in 0.2 seconds or less (The players must return said tools to the stadium staff after the match.), and sufficient material for the field to be restored after each match.
* If a mod or admin is not available to restore the spleef field, all players are expected to restore the field in a timely fashion.
* The field must be clear of obstructions for 3 blocks above the surface.
* The field must be clear of obstructions for 3 blocks above the surface.
* Any block obstructions intended to affect the field of play must be at least 3 blocks high to prevent players from using them to avoid being spleefed.
* The referee must be able to control player access to the field before and during match games.
* The field must be of a minimum size - 16x16 blocks if it is rectangular, or a 20-block diameter circle.
* Fields which cause damage upon falling will not be sanctioned without special permission by FISA executives.

=== Matches and Teams ===
'''The Referee'''

* A match is made up of multiple games. Most matches are played in a "first to N" format, where each game won by a team grants that team one point (draws are worth zero points), and the first team to reach N points (5 is a good number) wins the match. However, other match formats (such as best of N or single-game) are possible, so long as the rules are made clear in advance.
* Each FISA-sanctioned match requires a referee to start and stop games, call the winner of games and matches, and make decisions about the rules.
* Both teams must field the same number of players(min is 2 per team). All games in the match must be played with the same number of players (for example, a match may consist of all 5 on 5 games).
* The referee must be on the FISA-approved referee's list, and must not be a primary resident or player for either team.
* Teams are allowed to substitute players between games, but not during a game.
* All members of a team must wear uniforms, or at least the same colors, such that it is easy to tell at a glance which players are on which team.
* There is additionally a referee, whose job is to start and stop games, call the winner of games and matches, and make decisions about the rules. Ideally, the referee should not be associated with either team.

=== Game Structure ===
'''Matches and Teams'''

* Before each game, the captains of each team should call, "<Team Name> ready with <Number of players>" or something similar.
* A match is made up of multiple games. FISA-sanctioned matches are played in a "first to 5" format. A team that wins a game earns one point (draws are not worth points), and the first team to score 5 points wins the match.
* If the field has gates which are controlled by the referee, play begins when the gates open. If there are no gates, or if the gates are not controlled by the referee, play begins when the referee calls "Spleef!" (Even if there are gates, the referee should call "Spleef!" anyways.)
* Both teams must field the same number of players in each game of a match. The minimum number of players for a FISA season match is 2 per team.
* If a player leaves the field by any means (falling through the surface, exiting the field, logging out or warping, etc.), it counts as a "drop." When only one team has undropped players remaining, that team wins the game, and the referee calls the game.
* Teams may substitute players between games.
* If the game "stalls" (i.e. the remaining players have no way of reaching or dropping each other), or if there are no players left on the field, the referee should call the game a draw. Note if one player intentionally destroys blocks at to prevent any other player from reaching his/her's position, It will count as a loss to the offending team.
* All members of a team must wear uniforms, skins with matching colors, matching pieces of armor, or otherwise have skins that allow referees to tell at a glance which players are on which team.
* When the referee calls "stop," play stops. All players should cease moving and breaking blocks immediately. If a player drops after play stops, the referee may give him or her a chance to return to the field if play resumes. After whatever caused the referee to stop play is resolved, if the game was not thrown out, the referee should call "Resume play," at which time play continues.
* FISA-sanctioned special events may alter the scoring format and number of players specifically for the event.
* After each game, players from both teams should help rebuild the field surface for the next game. (In traditional spleef, only the losing team has to rebuild, but this way allows the next game to begin sooner and is more sportsmanlike.)

=== Illegal Actions ===
'''Gameplay'''

If anyone (player or spectator) does the following, the referee should stop play. It is then his or her decision whether to resume play after resolving the problem, call the game a draw, or call the game or match a forfeiture on the part of the offender's team, as well as whether to eject the offender from the stadium.
* Before each game, the referee shall ask each team if they are ready.  Each team shall make their status clearly known.  Once both teams declare they are ready, the referee will begin the game.
* Each game will begin with the referee counting down from 3.  At "Go" or "Spleef", the referee will open the gates and play will begin.
* If a player leaves the field by any means (falling through the surface, exiting the field, logging out or warping, etc.), it counts as a "drop."  When only one team has players remaining on the spleen surface, and those players have stopped moving, the referee calls the game as a win for the appropriate team.  If all players drop before one team's player or players cease moving, the game is declared a draw.
* If both teams' players cease attempting to drop each other, or remaining players have no ability to reach or drop each other, the referee will call the game a draw.
* If a team's player or players intentionally remove blocks to prevent their opponent or opponents from reaching them, this is considered "stonewalling".  The offending team will be penalized; the point for the game is awarded to the other team.
* The referee may call "stop" or "false start" for reasons including items or spectators entering the field, server or player lag, unexpected player disconnecting prior to the start of a game (not during play), or a restart.  All players should cease moving and breaking blocks immediately. If a player drops after play stops, the referee may give him or her a chance to return to the field if play resumes.  The referee will then have the field restored if necessary and restart the game.  (This has been amended significantly from the previous rule about resuming - in practice, the only time a ref had to stop a match prematurely it has been more equitable and efficient to restart the game.)

== Trivia ==

* FISA's name is based on [http://www.fifa.com/ FIFA], the International Federation of Association Football.
=== SEASON STRUCTURE ===
* The FISA logo was designed by leafstorm. It strongly resembles the logo of [http://www.septa.org/ SEPTA], but leafstorm says that the resemblance is "probably a coincidence."

'''Establishing Teams for the League'''

In the course of a PvE rev, once cities have become established and a transportation network is in place, FISA executives will call for cities wishing to participate in the FISA rev season.  An executive will inspect the stadium to ensure that the stadium's field meets all criteria.  The executive will also issue a rating for the stadium establishing a maximum number of players each side can field during a sanctioned match, based on the size of the field.  This rating will vary from the league minimum 2v2 up to 5v5.

'''League Teams'''

* Each team will designate one or more managers who shall have the responsibility to schedule games against opponents in a timely and communicative manner.
* Each city will draw its players from the established residents within the city or from the city's greater metro area.
* Players can only play for one team during the course of a season. No player may change teams for any reason.
* Players who live in multiple cities will declare a primary residence at the beginning of the season, and play for that city's team.
* People who join the server following the start of the season are allowed to join the team for the city in which they choose to reside.

'''Season Scheduling'''

Once FISA has established the number of participating teams and their alignment within the league (the number and geographic properties will be decided upon by the executives once the rev's map becomes established), a schedule will be published.  The league will also establish the boundaries between weeks.

* Once the schedule has been established, it will be the responsibility of the team managers to use the FISA subreddit to schedule matches in a timely and communicative manner within the appropriate week.
* Managers will post on the FISA subreddit a scheduling thread for each of their week's matches as soon as possible at the beginning of the week.  The threads should use the tag [Scheduling] in the title.
* Managers should also post a Match thread on the FISA subreddit as soon as possible once the match has been scheduled.  The thread should include [Match] and the relevant time zones for players in the title.
* Following the end of the match, the managers and referee will agree upon an individual to post the [Results] thread to the subreddit.  This thread should include the score of the match.
* If two teams fail to schedule a match during the appropriate week for agreed upon reasons (we know real life can get in the way sometimes), scheduling in subsequent weeks will be permitted.  Abuse of this rule is grounds for FISA executives to take disciplinary action.
* Managers are reminded to account for time differences when scheduling, and to communicate with all their players about available times.
* Matches that are not played will be marked as DNP (Did Not Play) unless circumstances require FISA to dictate otherwise.
* If a team fails to schedule any games for two weeks in a row, FISA executives reserve the right to disband the team for inactivity.
* If a manger persists in engaging in uncooperative behavior towards other teams or the FISA executives, the FISA executives reserve the right to either 1: Remove that manager and ask the team to nominate a replacement manager or 2: Disband the team.  These measures are not to be taken lightly, and will only be levied as a last resort.

'''Postseason'''

FISA executives will determine the playoff structure at the beginning of the season, dependent upon the number of teams and divisions participating. Should those numbers significantly alter during the season, the executives will change the playoff structure and attempt to retain as equitable a structure as possible for all participants.

SEASON STRUCTURE

Establishing Teams for the League

In the course of a PvE rev, once cities have become established and a transportation network is in place, FISA executives will call for cities wishing to participate in the FISA rev season. An executive will inspect the stadium to ensure that the stadium's field meets all criteria. The executive will also issue a rating for the stadium establishing a maximum number of players each side can field during a sanctioned match, based on the size of the field. This rating will vary from the league minimum 2v2 up to 5v5.

League Teams

  • Each team will designate one or more managers who shall have the responsibility to schedule games against opponents in a timely and communicative manner.
  • Each city will draw its players from the established residents within the city or from the city's greater metro area.
  • Players can only play for one team during the course of a season. No player may change teams for any reason.
  • Players who live in multiple cities will declare a primary residence at the beginning of the season, and play for that city's team.
  • People who join the server following the start of the season are allowed to join the team for the city in which they choose to reside.

Season Scheduling

Once FISA has established the number of participating teams and their alignment within the league (the number and geographic properties will be decided upon by the executives once the rev's map becomes established), a schedule will be published. The league will also establish the boundaries between weeks.

  • Once the schedule has been established, it will be the responsibility of the team managers to use the FISA subreddit to schedule matches in a timely and communicative manner within the appropriate week.
  • Managers will post on the FISA subreddit a scheduling thread for each of their week's matches as soon as possible at the beginning of the week. The threads should use the tag [Scheduling] in the title.
  • Managers should also post a Match thread on the FISA subreddit as soon as possible once the match has been scheduled. The thread should include [Match] and the relevant time zones for players in the title.
  • Following the end of the match, the managers and referee will agree upon an individual to post the [Results] thread to the subreddit. This thread should include the score of the match.
  • If two teams fail to schedule a match during the appropriate week for agreed upon reasons (we know real life can get in the way sometimes), scheduling in subsequent weeks will be permitted. Abuse of this rule is grounds for FISA executives to take disciplinary action.
  • Managers are reminded to account for time differences when scheduling, and to communicate with all their players about available times.
  • Matches that are not played will be marked as DNP (Did Not Play) unless circumstances require FISA to dictate otherwise.
  • If a team fails to schedule any games for two weeks in a row, FISA executives reserve the right to disband the team for inactivity.
  • If a manger persists in engaging in uncooperative behavior towards other teams or the FISA executives, the FISA executives reserve the right to either 1: Remove that manager and ask the team to nominate a replacement manager or 2: Disband the team. These measures are not to be taken lightly, and will only be levied as a last resort.

Postseason

FISA executives will determine the playoff structure at the beginning of the season, dependent upon the number of teams and divisions participating. Should those numbers significantly alter during the season, the executives will change the playoff structure and attempt to retain as equitable a structure as possible for all participants.
